Pac-Man and Chomp-Chomp is an unlicensed bootleg of another unlicensed game, Pac & Pal, from 1983. It's based on Pac and his dog, Chomp-Chomp, from the animated Hanna-Barbera series from the early 80's and lasted 2 or 3 seasons.
Like most pets, Chomp-Chomp thinks he's being helpful snatching up the fruits and power-ups you unlock! Too bad there isn't another bootleg featuring his fat bowling ball orange kitty, Sour Puss!
