As you've probably noticed the yellow price stickers on the cardbacks of many of these, I buy a lot of the older stuff from Movie Trading Company in Arlington. The condition of the bubble/cardback varies but as long as it doesn't affect the figure itself, who cares. Like many collectors, I keep mine too, for reference or whatever, and throw the plastic bubble in recycle. The cardbacks are pretty easy to store a couple hundred or more in a carry tote without having any Hoarders nightmares over keeping the bubbles, too.
Hem Dazon is the very first creature you see in A New Hope's famous Cantina scene. No speaking lines, just some chipmunk sound as he tilts his head. I'm assuming he was just a head puppet when the film came out and when he was introduced with an actual name, LucasFilm/Hasbro gave him a body to go with it.
